Im not sure what you mean with this.  Multiple neurons can be active at once.

It DOES generate internal representation.  It generates the pattern
the network thinks that is present and removes that pattern out of the
inputs. It then passes the error up to make a more accurate guess.  It
does this during recognition.

It DOES have competition among the neurons, the competition is at the
inputs (my X level) not outputs (Y level).  This mechanism can be
counter-intuitive and is described as virtual lateral inhibition eg:
McFadden F E,  Convergence of competitive activation models based on
virtual lateral inhibition, Neural Networks 1993.

I strongly agree with your notion of including motor contexts, that's
why i strongly support your efforts  ... although I do have
reservations about using large scale lateral inhibition, KNN etc, but
that is not the main point.
However for my work at this juncture I am just trying to get the
basics out, used, understood, and appreciated.
